Peterborough City Council’s Education Directorate's "Leadership for Belonging" is a strategic programme aimed at fostering inclusive school cultures where every child feels valued and supported to achieve their best educational outcomes. 

It is part of  Children's Services' wider Family Valued agenda in which:

  • * the whole community is responsible and responsive

  • * there is an inclusive and equitable culture

  • * relationships are put first​

  • * all stakeholders know and understand their children and young people well

  • * behaviour is viewed as communication

Through the development of belonging and inclusive cultures, all children and young people in Peterborough will achieve aspirational educational outcomes.

Belonging is the extent to which children and young people feel accepted, respected, included, valued and supported. It goes beyond the physical presence and focuses on emotional and social connection.

Post-Conference Briefings

To enable leaders who were unable to attend the Leadership for Belonging conference to find out more about the programme and ask any questions. Peterborough City Council will also attend Peterborough Primary and Secondary Heads meetings to share more about the programme.

Education Advisor Introduction

For schools who are interested in becoming a pilot school, a bespoke 1-hour introductory session with a PCC Education Advisor can be booked for school leaders. This session will be an opportunity to explore the intended impact of implementing Leadership for Belonging within the individual school’s context.

Immersion Day

For school leaders who are interested in becoming a pilot school, an immersion day to Carr Manor Community School can be booked for leaders to see inclusive cultures in action. This is offered at no-charge, including travel. Places are limited to 20.

It is hoped schools who wish to take part in the pilot year of Leadership for Belonging will be signed up by the Easter break 2026. 

Self-Evaluation

Following signing up, PCC Education Advisors will work alongside senior leaders within school to complete a self-evaluation to identify their priorities.

Pilot School Cohort

Through the self-evaluations, common training needs will be identified. Training in these areas will be facilitated in the summer term prior to commencing the leadership programme.
